That is a very good question. I think it would depend on the message I would want to send.

Until the SEC rules that the chill was put in place unfairly (remember, the recent ruling was just that IPWG should have the right to appeal to the SEC regarding the chill and have a timely resolution, not that the chill was unfair), I think they would continue as is. Especially since they obviously have unlimited funds and have (pretty much) killed this company.

If they removed the chill, it's not like it would suddenly create a market for the stock...pretty much no one would by the stock as is.
