Here's what I found about ballistic helmets albeit it's from 1981...https://www.ncjrs.gov/pdffiles1/nij/077182.pdf

So my guess is there would be some sort of formal certification necessary for the helmets. With that being said and without BORK stating that they have attempted to get it certified then we can safely say they have not. So then why all the pomp and circumstance of touting a helmet that they haven't submitted for testing?
