The FINRA Daily Short Sales Report has been cleaned up a lot in 2012. All reported ShortVolume are sells that were not delivered by market close on that day. They could be delivered right at the bell the following trading day, for all we will ever know. The TotalVolume still consists of buys, as well as sells delivered that day.

I only use the FINRA report when scanning for stocks with huge ShortVolume, and monitor for potential short interest. The shorts too have improved their game. They try as much as possible to cover before the moass people come after them. LOL!
