You got that right.

In the complaint it suggests that Leonard Gotshalk was penalized by the SEC in 1995 for violating antifraud provisions by disseminating fraudulant press releases.

It's very possible that when his name popped up on this seemingly small offense, it caused the DOJ to react unusually strong.
