Really, this is your argument?

PE is based on shares issued vs. revenues. Restricted stock shares are counted as issued shares BECAUSE they add to the O/S. It says so in your own wiki definition. Restricted shares are still common stock issued and adding to common stock issued is in fact dilution. EXTO reported they issued these shares and I gave you copy from EXTO filings. You have no standing to deny this.

As for the terms of restriction, that is a matter of federal law. After 6-months the holder of restricted shares can request that the restriction be lifted and they do not have to disclose that to the public. They also don't have to disclose their sales of these shares unless they have previously disclosed ownership of these shares in an SEC filing which has not happened.
