What the 4Q note suggests is a larger workforce to process the plastic as well as still trying to find the correct type/blend of feedstock to consistently produce the desired product. Another "focused" change appears to be how the plastic is presented for processing as suggested in another note in the report (see #msg-73415918 ).
Duly noting the "abuse" Agilyx has taken for paying for their "free" plastic to be prepared, all the while JBI was already doing so and moving ever closer to the Agilyx model (flaked bags of plastic)-- they just got to hide the cost within the MRF for a while IMHO
