Yes they do. Somebody has to be long every short. What naked shorts are is shorting stock that isn't within the outstanding share count. So for SRSR they are selling shares in excess of the 950 AS/OS, somebody has to actually buy that share. It's the fact that they sell 2 billion shares when there is only 850 million outstanding. 1,150,000 shares are short that doen't exist but you still have to have someone on the other side to conduct a transaction. The number of longs have to equal the number of shorts. There can be more shareholders long and short than the amount of shares issued.

So a company can determine if there is a significant naked short easily.
