Ok, not a bad question. In most cases the new directors will be issued shares(restricted of course). Could they have lowered the a/s....sure, but reality is they weren't going to lower it with the split and not leave any room for issuance of shares to directors.

My take, snry has had months to dilute and hasn't diluted 1 shares. That shows me the intention of the split was to make for an attractive share structure for the new company coming in.

Another point-if you look around 750mil. For an A/S is low compared to most OTC companies. The A/S IMO is irrelevant unless it is used....which it isn't being used now!
