Because they need to fix their device to adhere to specific details for foreign markets. We cant just sell them a electrical device we use here in the U.S, and expect it to work over there. We use different amount of watts/ voltage than foreign countries. So in order to get CE approval, we have to modify the device. With modifications comes expenses (money) which they probably didn't have. Which could be the reason it is taking so long.
