bluedog.. simply put they are selling shares they don't own and in a lot of cases never intend to claim ownership and deliver them to you.. New movie released called "the wall street conspiracy" that documents this entire process... Actual people with actual cases and my understanding the lawyer is the only one to win a case about this.... anyway.. google it, buy or watch it.. worth it's weight in gold for understanding what happens..
