Read between the lines, "it is felt" is by no means taking a strong stand! Typical of Dwyer- they will acquire worthless shell companies just to dump his stock.

It is felt that DTCC has taken these precautionary measures to protect shareholder interests from large volume traders that may have previously exhibited undesired influence on trading positions.
