It seems as though the queue for buying has been emptied, therefore there is no one actively "bidding" to buy at .0001. There are still plenty who are buying at .0001 without a wait. From what I've read, some buy this stock at .0001 because it's a bottom bouncer. Fill up on .0001s, then 100% profit when it hits .0002.

I, personally, am long on this one. It's taken some time for JR to get everything current, and I think the PPS reflects this.
The potential hasn't changed, the contracts haven't changed, the need hasn't changed, and the buying has increased.

Penny stocks are volatile. There's plenty of DD out there. Tread lightly on this board though, LOL. In the sea of DD, watch out for the mines of varying agendas. Good luck.
