When I talked to Interactive Brokers about this issue, they told me that even though I have a margin account, they cannot lend the ATRN shares in my account for shorting UNLESS I AM ACTUALLY USING MARGIN.
If I do not use margin myself, my shares will not be lent out. I do not know if this is just I.B.'s policy or whether this is a standard practice in the industry. Good luck and GO ATRN.
