Not true. As detailed in Baltia's statement of steps completed toward certification which has been posted here several times, Baltia has produced:

1. DOT declaration of fitness and assignment of route authority from JFK to St. Petersburg, RU.

2. Purchase and heavy maintenance upgrades to a 747 that is now fully owned and ready to fly.

3. Assembly of the necessary FAA approved staff of professionals to operate the airline.

4. Opening of offices at JFK necessary for operations.

5. Submission and resubmission of complete manuals and SAIs for certification.

6. Acquisition of capital investments necessary to accomplish all of the above.
