With all due respect, you suggest there is no new engineering involved, but how can it be a totally redesigned new device without new engineering? Not possible.
New engineering requires new tooling to produce new design. Fact.
No offense but you speak with authority, as though you have first hand knowledge of what is going on behind the scenes, in ways no one else knows. This is either insider knowledge, or flat-out assumption. Which is it?
