After doing a little digging ... I'm not so sure that would be a really excessive amount, considering the number of people who are trained each year, in all of those agencies.
I'd love to see the numbers on their .223 contract though ...
EDIT: Looking around, it seems they ordered 35 million rounds of .223 per year for the next five years .. maximum. That figure could be revised downward (as could the 40 cal) on a yearly basis.
That's ....... questionable, but is it excessive or out of the ordinary? I just don't know now.
I know people like Coast Guard, Border Patrol, ICE, ICE, etc., do like to bust a lot of caps when they go to teh range, and I think the feds issue some ammo to each one for practice on their own during the year.
I just don't know.
