however, the reference you provided is a list of those individuals holding a capacity of "associate member".

the final decision making is apparently held by the list of individuals (link below) who probably have not listened intently to mr. arrington or mr. bishop's message. without being a fly on the wall or getting a copy of meeting transcript...can only speculate the answer to 'why'.
