Regardless, if as you suggest in your #2 option that they are in talks to be bought out that this could not be made public until such time as an agreement was in place? Heck everyone would simply wait for the "NDA" to show up on company and throw money at it if this meant they were on the verge of being bought out. I work for a company right now that bought the company I worked for in 2011. No such annotation appeared in our company name before or after the acquisition was made public.

If the principals involved in negotiations made public that they were in talks to sell their company, they might well be arrested (surely lose their jobs)and the deal would not happen. As such, Google Finance is not in the know and the NDA annotation could not be an indication that the company is in talks to be bought.
