Yes, Cheniere has been doing "reloads" for quite some time as U.S. domestic gas is so cheap. The way is works is thusly: Let's assume entity in States has long term "take of pay" contract with Qatar in the Persian Gulf. The LNG is loaded aboard a 155,000 cubic meter LNG ship and then departs for the American Gulf making its way wide of Somlia (pirates) and transits around The Cape of Good Hope. During the course of the voyage the cargo may be arbitraged numerous times.

Upon arrival at Sabine's Cheniere receiving (import) terminal the LNG is discharged as physical delivery is required. After discharge the same cargo is loaded back upon the same vessel at considerably lower prices per BTU. This cargo is then delivered to buyers in Europe or Japan.

Very good deal for ship owner's and charterers and also for Cheniere (LNG.) Reloads will be a thing of the past if Cheniere is allowed to proceed with their liquefaction facility, unless of course those take or pay contracts are still in place. All gas will arrive at the facility via pipeline, liquefied (reducing its volume 600 times) and then loaded upon LNG Carriers for transport to buyers abroad.
