Niobium and Tantalum are often classed as REEs. See, for example, http://factsanddetails.com/china.php?itemid=1108&catid=9&subcatid=63

(Niobium is mentioned about half way down the page in a long list of rare metals coveted by China.) There are also other types of REEs at Nemo, e.g., yttrium used in light bulbs. It's in the report.
