This JV comes from a major force in the industry and in the point in time that the world is passing laws that demand countries and corporations to be compliant, all will have to find the most cost effective way to become compliant. When one lives in the past they have no influence on the future, they only regurgitate the past. CCTC is in place to be a major component in the effort to make this planet a better place, thus the 2nd largest steel company in the Asian sector has shown interest.
