You don't realise how wildly funny that is. EL 14/2009 was only granted on the basis of Malcolm's claimed $50 million personal line of credit being the evidence of funding required by MRT for the work program on the licence to be carried out. MRT would only accept another of his personal guarantees the day Hell freezes over.

Proof funds could be via Personal Guarantee or proof of funds in an Escrow Account, depedns what MRT would accept.
