I was kinda confused by this statement in the e-mail

No permits have been applied for on BLM and won't be until the funding is in.

IS HE REFERING TO THE PRODUCTION PHASE?? i WOULD THINK PERMITS WOULD BE APPLIED FOR AFTER COMPLETION OF PHASE 1 & 2 which has been funded.

I get confused on the " who, what. when senario---sorry
