I agree with you. The goal was to get pps up so any dilution would not affect as much. PPS went no where so dilution is not an option right now. He has another way to create more revenue in WOL.com. The good thing is he has two stores opened for WOL and probably has a small loyal customer basis. With that, launch the site, advertise the heck out of it locally, in the two stores, and in any other cost effective way along with PR for it. Within a month or two who know where that site will be. Fulfillment can be done out of same location. If it becomes overwhelming it will be because of the revenue is increasing yet again which gives ability to expand for inventory.
