In the sale of the shell the former shell owners may have asked BION for the right to say they got paid $1.1mm for email promos to enhance their websites reputation because they knew BION was for real and could become a big winner.
A real company putting what looks like real money for their websites promos will help them land other contracts.
Their promos are having no affect on moving the share price which means that it's either not their goal or they're doing a lousy job.
