as far as the proceedure goes, it is the same proceedure used successfully by otc companies that want to uplist. that happens regularly. what doesn't happen is SUSPENDED companies returning. the biggest hurdle is finding a sponsoring market maker. a sponsoring market maker takes on a huge risk to do so and it just isn't worth risking their careers over.
