Thing is Risk we don't know for sure it is. We do know thay have not kept their timelines. So in that respect they have not been completely honest and since it has been more than once it is a bit suspect, but other than that the rest could be excused by poor planning or management. I think much could be cleared up with good and honest coomunication so they do not look like they are hiding something.
