Could it be due to working under concessions owned by the Paramount chiefs?

Who is responsible for paying taxes?

As Cork said SL data entry will not have caught up with everything yet. Their focus has been on diamond industry first.

I'm not worried about this as we have seen pictures of Doug working with various ministry officials so we are not trying to hide anything. (I guess we only have Doug's word that they are officials though)
