And the contract stated this was a time sensitive matter. And that time is now. 30 days(from Feb. 23rd) to issue plans for facilities and pay $100,000 bond. With approval from the city council and Refrigerated Express set to buy the gas, I can't see why they couldn't secure the funds neccessary to put up the facility.

News that this has happened will send this flying.
