Again, it's a single sentence speaking to "permitted" not production. This can be cross-confirmed by JBI's anemic production results of less than 10% production capacity.

Operating/permitted in this case are synonymous. It's a slight of hand, as the sentence should read-

Processor Nos. 1 & 2 are permitted to operate at 4,000 lbs. per hour, however they are currently [permitted to operate] at 2,000 lbs. per hour.

The next sentence in the missive qualifies this, while allowing for misinterpretations on MBs by only posting what you've indeed highlighted and posted.

"The Company expects that this amendment will effectively double the plastic feedstock throughput, from 2,000 lbs/hour per processor to 4,000 lbs/hour, which should double the amount of fuel output each P2O processor can produce."

Processor Nos. 1 & 2 are permitted to operate at 4,000 lbs. per hour, however they are currently operating at 2,000 lbs. per hour.
