You may actually promote naked shorting.

If you restrict the supply for legal shorts, you can bet players will find other ways to do it.
You aren't going to stop them. That's %100 sure

You may be tampering where you shouldn't
Just a theory..
But I sure know i'm not as savy as the larger players are
