He is talking about the trading of shares under the bid. Happened twice with BCAP and once here. There are millions of people willing to buy shares at the bid, but an order gets traded under the bid. The size of the bid remains the same, but somehow an order manages to sell at say 3 when millions are on the bid at 4. Retail investors cannot do this as these sellers would get the best buy offer (i.e. their sale would happen at 4). Nobody on either board could give an explanation to this suspicious trading.
