I have a question, is there a reason companies don't just come out as blue chips (OTCQBB) <- that is what they are called right?

So my question is, why does a company come out as a pink, do they do so in order to go throught he 1 year process it takes to become upgraded? Or is that a nasdaq thing?

I know some have speculated that this company may have bought the name from another company and reorganized the business.
