Not really. Just called Verizon and asked about their parental controls. Turns out they have had this feature for 6 years now. I asked them how I can stop someone from Texting and driving:

A really good way, since most texting and driving is concentrated on teenagers, is to have parents install the "Time" app on all cellphones. Now this is not limited to just high tech phones, all phone companies call it something different, but it is for restricting the usages of the cellphone during school hours. It can block texting say from 8:30 am to 9am, 9:00-9:15am or even 4pm to 5 pm. You can set the limits on when calls can be made, who can call in, you can even block numbers from texting in, or out. It is very useful if you know your teen has to drive from school, or to work at a certain time everyday, thus you can block the application. What makes this unique is that if they were to say, crash, unlike the car jammer app (not sure what the car jammer app is), they would still have cellphone access in case of emergencies.

Oh, and its free. I wonder if cell phone companies will buy this? Nope. They already have it. Maybe insurance companies will require everyone to contact their cell phone provider and make them use parental controls.

It's far better to buy a wonderful company at a fair price than a fair company at a wonderful price.
