I still think it's a pump and dump and we won't know until well after August and see the outcome of NSL when December rolls around and see where NSL is at that point.
Just because a CEO can't do something certainly doesn't mean they don't. Just means they have to be careful with how they make their moves to pump and dump. Or hire another company to perform their task of pumping for them. That's all. They are still pumping the company just through a third person/company but they are still doing it and if the third party was brought to court and had to be witness, David and Peter would go to jail for pumping the company.
