OStock's nss was SOOOOO blatant..yet..nothing to resolve it.

It was resolved. Pretty much all of the naked shorting in OSTK was done by options market makers, who had a legitimate exemption permitting them to do so at that time, to hedge against their options positions. The SEC eventually decided to eliminate the exemption. When that happened, the options MMs covered, and the stock shot up.
