tda will let you put a sell order in (unless the company you are talking about is also under a dtcc chill) , i believe, but you can't do it online. you have to call it in. but you are right. it will be matched trades only. no bid or ask. also, market makers aren't required to even do trades if they don't want to. liquidity will depend on the number of buyers and sellers and whether or not they can come to a meeting of the minds regarding price.
