Thats exactly what I would guess, one thing I have seen with ETRADE is, I will get a 90 day restriction warning even when the last trade was 3 or more days ago, when trying to buy a new position.

After talking to customer service, they said it will sometimes say that even if not true, a way to check this is to look at cash available for withdrawal, if it increased by the ammount the of the sale then its settled.
