The statements of President Bush notwithstanding, I don't see anything in the resolutions that says Iraq must prove they have disarmed. What it does say (in Resolution 1441) is that Iraq must provide an accurate declaration of what they have and must cooperate with the inspectors. They do appear to be in violation of those requirements.
