I for one may not have a clue when it comes to mining, but I have a significant clue when it comes to brain injury and brain traumatology. A solid 2 months in the hospital tells me that there is/was significant brain injury and any rehab being done as an "in-patient" is most likely basics of daily living (walking, eating, showering etc). When he finally gets released from the hospital, it's not like he's going to hop in the ol' pick-up truck and head up the mountain. He'll be the passanger in a vehicle for quite some time.
He is most likely done with any on-site work for the intermediate (and quite possibly long term plus) term here.

Paint Your Wagon is right on the money with the deceptions that have gone on for many years here with this CEO. If he is too stubborn and wont hand the reigns over to someone on the board to actually mine this year, then this thing is finished this year.
