From what I've heard, Etrade is definitely up there on the list of the best brokers for pennies. I use Scottrade, which charges $7 + 1/2% of the principal when trading stocks under $1 PPS. I eventually asked Scottrade to give me a flat fee instead of forcing me to switch to a different broker. They agreed and gave me a $9.99 flat fee per trade for pennystocks. FWIW.
