Did you not possibly answer yourself ?

Will someone please explain to me WHY anyone wants to cap the price of Explor with a coordinated "manipulation"??? Please.

when you speculated

Does any securities firm/institution/newsletter group have enough stock to influence the price to the extent that they want their investment to be LOWER in price? for what reason? If they are selling to double back into a financing to get the flow-through benefits or to scoop the warrants, I could understand that.

Today, not unlike a number of other days, shows that a fairly small, staged volume depresses the price, possibly triggering sell limits, and we have a day were a sizable part of the day's volume sells off at/near the bottom of the depressed price. Placements get priced on a multiday average, right? and we are not at but nearing one, so why let the price rise if by acting as a not-for-profit seller in small volume lots you can let off its upward pressure, and possibly pick up some larger lots that get shaken loose cheap ? In the US ticker that 236,500 lot that traded at 0.35 was 7 seconds after shares traded at the 0.326 day low. If not for the end of day 100 share lot at 0.3940 the US shares would have ended the day almost unchanged, up 0.0055 The TSXv is even more interesting, if only for the greater volume of the US.
In my understanding that is both manipulating the market and also an example of how a free market can be used and will respond. It could also be the accidental footprint of uncoordinated trading activity. However, the probabilities get slim when the purportedly accidental pattern is repeatedly seen, in more than a probabilistic distribution of days.
