1) First, several people here are referring to this as a "$950-million contract" -- let's keep in mind that Innolog has only won a small sub-contract portion of that Air Force program. The announcement of the deal clearly states that the company expects ITS contract to generate between 1.5-3 million dollars a year. Which is good, but keep it in perspective.
2) The outgoing Prez clearly DID say that the company (the subsidiary "Innovative Logistics," not the new holding company) had been averaging $40-million in annual revenues during the period 6-7 years after its founding. That start-up was in 1989, so in this quote he'd be referring to the mid-90's -- and I haven't found a way yet to verify any revenue numbers from those years. Now, maybe he misspoke or just can't put words together properly -- but there's no question that's what he SAID:
"I have always believed in our ability to recapture the momentum that resulted in INNOLOG achieving an average of $40,000,000 in annual revenues 6 to 7 years after start-up."
"...resulted in..." is the past tense (as is "recapture"), so he's definitely saying those numbers actually happened back then. Again, maybe he screwed up the wording -- but he DID say it...
