I doubt that is what happens, as the rail line is a siding to the next factory (the other side of the road) and there is no catchment area for spills.

Hopefully the CC will give us some idea of the logistics challenges they have overcome and plan for. For now I believe fuel is put in road tankers and shipped to a proper terminal area or their blending facility (depending on the customer and fuel type).

I know someone who manages an ethanol transfer station (rail to road takers) and the safety measures required is pretty impressive, not just a siding alongside your building.
