Virgin America got certified BEFORE the new FAA air carrier certification system went into effect. Atlas was the first carrier to get partial certification under the new system (they were already certified as a cargo carrier) and it took them 2 years to get upgraded to add passenger certification. Baltia is the first airline to go for full part 121 certification under the new certification system, which now has over 4000 SAI questions to be answered. Virgin America didn't have to face that formidable gauntlet.
