I think you're wrong. I have researched this a good bit. The company files a registration statement, and the SEC reviews it. They ask questions, and the filing is ammended with the answers. This may happen several times. Once the SEC is satisfied, the SEC declares the statement effective. In all my research, I have found nothing that even hints at a company's ability to tell the SEC when a statement becomes effective. Unless you can provide a source (not Ray or Brad) to support your assertion, I call BS.

Regardless, the quiet period is not over until the registration statement is declared effective by the SEC. That did not happen until yesterday.

Face it. Ray made a blatantly incorrect statement. The statement was posted here, and there is no doubt as to its meaning. The quiet period was not over when Ray said it was.

The statement was without a doubt false. The only remaining question is whether Ray knew it to be false when he said it. One would think that he would know the status of what is arguably the most important filing ever made in the history of the company.
