Rewards are certainly possible.

Options similar to the below have been available within the SEC for years:

It just takes them forever to get down to TIV levels.

However, the more direct/relevant info they have, the easier it is for them to mount successful cases with monetary sanctions.

And hasn't TIV and it's promoters provided a WEALTH of direct/relevant info over the years?
