Churning is on and I am sure these are MM trades there are no sellers,I feel Fred is holding some big news of soe contract or the award of the law suit against access in their favor but looks wants to buy cheap shares before that announcement

Or else just think the stock which has having easy volume of a million shares at even .0004 why is that with bid of almost 1 million shares at .01 there are no sellers and the bid always goes on getting strong as we get to close of sessions it means the MMs to know something big is round the corner
