Last spring a more detailed "Schedule of Events" was posted - since taken down. Remember, that was the schedule that proposed August 11, 2011 as the start date for flight operations. According to that schedule, flight operations were to start about 60 days after the FAA approved all the manuals. Also, according to that schedule, crew training would start immediately after manuals approval. Obviously, hiring of initial crews had to be accomplished first. That seems to be underway right now, so that tells us something about where Baltia management thinks they are in the process right now.
