Well, this depends on the website of course.
As sayd, websites start at $500 for a cms site based on a prebuild template. A custom template starts at $500 for a cms.

Just take a look on elance.com, guru.com, freenacer.com or any other freelancer site, even there the prices are sometimes a robbery.

For 20k the site must be pretty heavy and a top notch maintained seo.

For the time that it takes to develop a website, if you know what you want things can be done pretty quickly. There are extensions for almost anything you can imagine on a website, most of this extenisons have a really fair pricing and you safe a ton of time.
Same for the template, you can purchase top notch templates and customize them to you likes.
Of course if you want to build something never ever anybody has build before it may takes a year to develop.
